MANAGING WASTE FOR NINE COUNTIES

Three Rivers Solid Waste Authority has been designated by the member counties as the solid waste planning agency for the region. The Authority issues and maintains the “Regional Solid Waste Management Plan” which has been approved by each county. The Regional Solid Waste Management Plan is updated as needed and submitted to the South Carolina Department of Environmental Services (SCDES) for review. The Plan must be kept current and is used by SCDES to determine whether any new, expanded, or replacement waste management facility proposed for the region is consistent with the Regional Plan. At a minimum, the Regional Plan must address the following: 1) organization, approvals, and planning summary; 2) local consistency requirements; 3) ordinances and legislative authority; 4) demographics; 5) estimated cost of implementation; 6) membership and structure of local Solid Waste Advisory Council (SWAC); 7) goals, policies, strategies, and barriers; 8) solid waste generation and characterization; and 9) collection, transport, processing, and disposal systems.
